Experience
Julius assists hospitals and other providers on a wide variety of legal matters, with an emphasis on advising hospitals with regard to Certificate of Need, tax-exempt bond financing, strategic planning and development, Medicare and Medicaid reimbursement and legislative services. Julius regularly represents clients in administrative appeals of reimbursement matters and State contract awards. Prior to joining Kozak & Gayer, Julius interned for Judge Courtland Perry of the Maine District Court, Chief Judge Kirk Studstrup of the Maine District Court and Chief Justice Daniel E. Wathen of the Supreme Judicial Court of Maine. Julius was also an officer in the commercial workout division at Key Bank of Maine. Julius has been with Kozak & Gayer since 1997. He has been a shareholder since 2003.

Community Service
Julius has served on the boards of various local organizations, including Catholic Charities of Maine, and he often provides pro bono advice to small nonprofits.
Personal Interests
Julius spends his leisure time boating in Casco Bay, skiing, golfing and traveling. He lives in Portland, Maine, and is an active member of the community.
